The Legal Regulation of Industrial Relations in the Republic of Moldova

Abstract

This study analyzes the legal and fiscal framework for freelancers and digital platform workers in the Republic of Moldova, highlighting fiscal and social challenges and the lack of a clear legal status. Research methods include a documentary analysis of national legislation and relevant international regulations, comparative studies with European states and contextual observation of the labor market. The results show that, in the absence of clear regulations, freelancers are deprived of social protection and the unfavorable tax regime encourages the informal economy. Legislative reforms are proposed to adapt the Labor Code and the Tax Code to integrate self-employed workers into the formal economy, providing them with access to social protection and the right to form trade unions. These measures would contribute to the creation of a fair and sustainable framework for work on digital platforms and freelancing in the Republic of Moldova.
