Multidimensional Neglect Index of Children in Difficulty – An Effective Tool for Social Decision Making

Abstract

Neglected children is a group of children in difficulty and their most numerous group the situation of which is in need of assessment. There are many composite indices that characterize a number of specific aspects of their situation, that offer a quantifiable measure for the overall picture of the situation of neglected children, but there isn’t an integral index adapted to specifics of Moldova. In this paper we propose a few indices that aggregate different aspects of the situation of children in difficulty and for the calculation of them were used the primary data from National Bureau of Statistics of Republic of Moldova.
