La aritmética de las retenciones móviles

Abstract

La polémica sobre las retenciones móviles a la exportación de productos agrícolas gira en torno a una pregunta central: ¿Son excesivas las retenciones impuestas por el Poder Ejecutivo? A primera vista, la respuesta a esta pregunta parece involucrar una subjetividad inevitable: una alícuota de retenciones puede parecerle excesiva a algunos y no a otros. El propósito de esta nota es ofrecer un marco de referencia cuantitativo y objetivo que ayude a dirimir si los niveles de dichas retenciones son inusualmente elevados.
