Abstract

Crises and “shocks/uncertainty” have shown different patterns of operational approach by local governments in the perspective of financial resilience. The different approach also affects the improvement of public performance which could benefit from the agencies, as “executive units” that is agencies that do not belong to the central government, they can operate more like a business. Although the use of agencies is already widespread in the Local Public Transport (LPT) sector, the recent Abruzzo Region’s Bill – (Bill 389 of 2024) on “Regulations for the management of local public transport and regional mobility” – follows the path mentioned in the hope of a new governance of regional mobility. The purpose of this paper is to analyze the above mentioned Bill by testing the suitability of mobility agencies and managerial management of the LPT to promote new policies of financial resilience
