Bölgesel Kalkınma ve Yönetişim: 1915 Çanakkale Köprüsü Örneği

Abstract

Günümüzde ulusal kalkınma politikaları yerlerini bölgesel kalkınma politikalarına bırakmışlardır. Başarılı yönetişim modellerinin bölgesel kalkınma üzerindeki etkisi açıktır. Kamu reformu kapsamında gündeme gelen yönetişim kavramı bölgesel kalkınmanın itici gücü olabilecek bir potansiyele sahip görülmektedir. Bu çalışmada Bölgesel Yönetim Modellerinin özellikle Avrupa Birliği uygulamaları ve Türkiye’ de konu edilen Bölgesel Yönetişim Modelleri arasındaki ilişkinin analiz edilmesi; Çanakkale Boğazı’nda yapımına başlanan köprü özelinde Paydaşlarla Danışma Süreci’nin yönetişim örneği olarak incelenmesi hedeflenmiştir. Çanakkale Boğazı Köprüsü’nün inşa ve işletme sürecinde etkilenecek yerlerin başında Lapseki geldiğinden, Lapseki halkının köprü ile ilgili algısı Sosyal Bilimler için İstatistik Paketi SPSS ile analiz edilmiş, elde edilen veriler ile Paydaş Katılım Planı ve Çevresel ve Sosyal Etki Değerlendirme Raporu’nun etkinliği irdelenmiştir.
