Türkiye’de Sağlık Market Uygulaması

Abstract

Sağlık harcamalarında yaşanan global artış, politika yapıcıların kaynak tasarrufu amacıyla alternatif tedarik yöntemleri arayışını hep gündemde tutmuştur. Bununla birlikte, 2020 yılında ortaya çıkan ve küresel boyutta krize neden olan COVID-19 salgınında yaşananlar ise etkin bir sağlık tedarik zincirinin kamusal ve sektörel açıdan ne kadar hayati olduğunu yeniden hatırlatmıştır. Bu çalışmada, kamu hastanelerinde yeni bir kavram olarak duyulmaya başlanan Sağlık Market uygulaması sağlık hizmetlerinin tedarik zincirinde heyecan uyandıran dijital bir dönüşüm örneği olarak ele alınmıştır. Sağlık Market, Türkiye’nin merkezi satın alma kuruluşu olan Devlet Malzeme Ofisi (DMO) bünyesinde yapılandırılmış bir uygulama olup, sağlık hizmet sunucularının ihtiyaç duyduğu ilaç ve tıbbi malzeme taleplerinin elektronik ortamda toplanarak merkezi ihale yöntemiyle temin edilmesine dayanan bir projedir. Bu çalışmada, Türk Sağlık Sisteminde tedarik politikalarında gözlenen merkezileşmenin etkisi ile gerçekleştirilen yapısal düzenlemeler ve bağlamında güncel bir konu olan Sağlık Market projesi ele alınmıştır. Nitel araştırma deseni kullanılarak yapılan değerlendirmede doküman incelemesi yöntemi ile 2018 yılında açıklanan projenin içerik analizi yapılmıştır. Bu çalışma ile ülkemiz sağlık sistemi için en ideal tedarik yöntemlerinin geliştirilebilmesi adına bilgi birimi sağlamak ve bu alanda yapılacak bilimsel araştırmalara ve politik önermelere katkıda bulunmak amaçlanmıştır.
