Ağız ve Diş Sağlığı Hizmetlerinin İller Bazinda Teknik Verimlilik Analizi

Abstract

Bu araştırmanın amacı, Sağlık Bakanlığına bağlı ağız ve diş sağlığı hizmeti sunan birimlerin teknik verimliliğini iller bazında analiz etmektir. Araştırma ile verimli olan ve verimli olmayan iller tespit edilmiş, verimli olmayan iller için potansiyel iyileştirme önerilerinde bulunulmuştur. Araştırmada Veri Zarflama Analizi (VZA) yöntemi kullanılmıştır. VZA analizinde CCR ve BCC modeline göre, ağız ve diş sağlığı hizmeti sunan birimler iller bazında değerlendirilmiştir. VZA yönteminde değişkenler üç girdiden (birim sayısı, hekim sayısı, ünit sayısı) ve beş çıktıdan (hasta sayısı, poliklinik sayısı, diş çekimi sayısı, konservatif tedavi sayısı, endodontik tedavi sayısı) oluşmaktadır. Yapılan analiz sonucunda araştırma kapsamındaki illerin yaklaşık % 82.7’sinin (CCR) verimsiz olduğu tespit edilmiştir. İllerde ağız ve diş sağlığı hizmeti sunan birimlerin verimlilik ortalaması % 84.4 (CCR), % 88.0 (BCC) ve ölçek verimliliği ise % 95.5 olarak bulunmuştur. Sonuç olarak; iller ölçeğinde Sağlık Bakanlığı bünyesinde yer alan ağız ve diş sağlığı birimlerinin, kamu kaynaklarını etkin ve verimli kullanması için girdilerini rasyonel yöntemlerle tahsis etmeleri gerektiği görülmüştür. Etkin çalışmayan hastanelerin, daha verimli olarak çalışabilmeleri, girdilerini azaltmaları veya çıktılarda potansiyel iyileştirmeler sağlamaları ile mümkün olabilecektir.
