İstihdam ve Savunma Harcamaları’nın GSYH Üzerindeki Etkisi:1991-2016 Türkiye Örneği

Abstract

Bir ülkenin iktisadi anlamdaki güç ve başarısının en önemli göstergelerinden birisi ekonomik büyümedir. Ekonomik büyüme, bir ülkede belli bir dönem içerisinde üretilen toplam mal ve hizmetlerin parasal ifadesi olan GSYH’da meydana gelen artıştır. Ekonomik büyümenin beraberinde istihdam artışını getirmesi beklenmektedir. Fakat bu beklentinin gerçekleşmemesi iktisatçılar arasında önemli bir tartışma alanı yaratmıştır. Her ülke tam istihdamı gerçekleştirmek ister. Tam istihdam, cari ücret düzeyinde çalışmak isteyen herkesin iş bulabilmesi durumudur. Türkiye ekonomisinde savunma harcamaları geçmişten günümüze çeşitli nedenlerle önemli bir yer edinmiştir. Savunma harcamalarının ekonomik büyüme üzerindeki etkinin artırıcı mı azaltıcı mı olduğuna dair iki farklı görüş olan “Askeri Keynesci Yaklaşım” ve “Neo-Klasik Yaklaşım” şeklinde iki farklı görüş bulunmaktadır. Bu çalışmanın amacı, Türkiye’de 1991-2016 yılları arasında savunma harcamaları ve istihdamın ekonomik büyüme üzerindeki etkisini Birim kök testi yöntemi, Johansen eşbütünleşme testi, FMOLS ve DMOLS eşbütünleşme tahmincileri yardımıyla açıklamaktır.
