Demokrasinin Göstergelerinin İnsani Gelişmişlik Üzerine Etkisi: AB Ülkeleri Üzerine Bir Panel Veri Analizi

Abstract

Demokrasi ve kurumsal yapılar ile refah arasındaki ilişkiyi ortaya koymaya yönelik dünden bugüne bir çok araştırma gerçekleştirilmiştir. Bu kapsamda yaygın görüş demokrasinin göstergelerinin refahı olumlu yönde etkilediği yönündedir. Bu çalışmada Avrupa Birliği ülkelerinde 2007 ile 2014 yılları arasında demokrasinin göstergelerinin bir refah göstergesi olarak insani gelişmişlik üzerindeki etkisinin araştırılması amaçlanmıştır. Çalışmada demokrasi göstergeleri olarak The Economist Demokrasi Endeksi ve Property Rights Alliance tarafından ortaya konan Mülkiyet Hakları Endeksi ele alınmıştır. Demokrasi göstergeleri dışında ticari açıklık oranı, işsizlik oranı, enflasyon oranı, kamu eğitim harcamaları ve kamu sağlık harcamaları değişkenleri çalışmaya dahil edilmiştir. Tüm bunların yanı sıra insani gelişmişlik göstergesi olarak Birleşmiş Milletler Kalkınma Programı (UNDP) tarafından ortaya konan İnsani Gelişmişlik Endeksi alınmıştır. Çalışmada belirtilen amaç dahilinde panel veri analizi gerçekleştirilmiştir. Analiz sonuçları neticesinde Avrupa Birliği ülkelerinde demokrasinin göstergeleri ile insani gelişmişlik arasında pozitif yönde ve istatistiksel olarak anlamlı bir ilişkinin varlığı tespit edilmiştir.
