Örgütsel Etkililiği Oluşturan Unsurların Katılımcı Yönetim Boyutu Açısından Değerlendirilmesi

Abstract

Rekabetin arttığı günümüz dünyasında örgütlerin en önemli hedefi kaynaklarını etkin ve verimli kullanarak çıktılarını en üst düzeye çıkarabilmektir. Ancak örgütler açısından bu yeterli olmamakta örgütün yaşamını sürdürdüğü çevrede benimsenmesi, hizmet sunduğu halk ya da müşterileri tarafından kabul görmesi gerekmektedir. Bu da ancak etkili bir örgüt ile mümkün olmaktadır. Günümüzde etkili örgütlerin beşeri sermayeye yani insan unsuruna önem vererek bunu gerçekleştirdikleri görülmektedir. Bu çalışmada katılımcı yönetim perspektifinden örgütsel etkililiğe değinilmekte ve günümüz modern örgütlerinde, örgütün yaşamını devam ettirebilmesi için etkililiğin önemine dikkat çekilerek, örgütsel etkililiği sağlamada bir araç olarak katılımcı yönetim anlayışının benimsenmesinin gerekliliği vurgulanmaktadır. Çalışmada, örgütsel etkililiğin, örgütsel etkinlik ve verimliliği de içine alan, farklı bir kavram olduğu vurgulanmaktadır. Örgütsel etkililiğin sağlanmasında bilgilerini astları ile paylaşan, çalışanlarını yönlendirebilen, katılımcı yönetim anlayışına sahip yöneticinin rolünün önemli olduğu ifade edilmektedir. Yöneticinin görevinin, örgütün amaçlarını benimseyen, kararlara katılan bir bireyin oluşmasına katkıda bulunmak olduğu belirtilmektedir. Örgütsel etkililiği oluşturan bireysel ve örgütsel unsurlar katılımcı yönetim anlayışı üzerinden değerlendirilmektedir.
