Dahilde İşleme Rejimi’nin İhracat Ve İthalat Üzerine Etkileri (1996-2016)

Abstract

Türkiye’de tarihsel süreç içerisinde, farklı dış ticaret politikaları uygulanmıştır. Bu politikaların seçimi ve zamanı, hem ulusal hem de uluslar arası konjöktor dikkate alınarak analiz edilmiş ve uygulamaya konulmuştur. 1970 petrol krizi ile beraber dünya ekonomisindeki liberalleşme eğilimi 1980’li yıllara geldiğimizde kürselleşmenin de etkisiyle ülkeler arasında bütünleşmeye ve ticaretin serbestleşmesine yol açmıştır. Ülkemiz 24 Ocak 1980 kararlarıyla bu sürece dahil olmuş ve ülke ticaretini serbestleştirme adımları atmıştır. Bu adımlar arasında yerini alan ihracatı teşvik uygulamaları 1996 yılında AB ile yapmış olduğumuz Gümrük Birliği anlaşması ile Avrupa Birliği Gümrük Mevzuatı çerçevesinde belli başlı sistemlere devşirilmiştir. Bunlardan en yaygın kullanılan Dahilde işleme rejimi, ihraç edilecek mamul içerisindeki ithal mallarının maliyetini azaltma yolu ile ihracatı teşvik etmeyi hedefleyen bir ekonomik gümrük rejimidir. Bu çalışmanın amacı; DİR sisteminin yürürlüğe girdiği tarihten günümüze kadar ihracat ve ithalat üzerindeki etkilerini ortaya koyabilmektir. Bu kapsamda 1996-2016 yılları arasında DİR net ihracat, döviz kullanım oranı, toplam ihracat ve ithalat içerisinde DİR çerçevesinde yapılan ihracat ve ithalat verileri incelenerek dahilde işleme rejiminin Türk dış ticareti üzerindeki etkileri irdelenmiştir.
