Türk Polis Teşkilatında Performans Değerlendirmesi

Abstract

Kamu hizmetlerinde etkililik, verimlilik ve kalite arayışları, kamu yönetiminde reform yapılmasını gündeme getirmiştir. Bu çerçevede kamu yönetimi reformu kapsamında, yönetimin beşeri boyutu üzerinde de bir takım dönüşümler yaşanmıştır. Bu dönüşümlerden biri de geleneksel kamu yönetimi anlayışı içerisinde yer alan personel yönetimi anlayışından, insan kaynakları yönetimi konseptine geçiş sürecidir. Bu çalışmada yeni kamu yönetimi konsepti çerçevesinde uygulama alanı bulan insan kaynakları yönetiminin bilenlerinden biri olan performans değerlendirmesi, iç güvenlik (polis) sektörü özelinde incelenmesi amaçlanmaktadır. Çalışmada, literatür taraması neticesinde elde edilen veriler doğrultusunda, ideal performans değerlendirmesine yönelik bir model de önerilmektedir. Çalışma sonucunda, performans değerlendirme sisteminin, “disiplin”, “taltif”, “kıdem-terfi” sistemiyle bir an önce entegre olması gerektiği ortaya çıkmıştır.
