Abstract

This paper is the presentation of the study conducted in Pudong District of Shanghai where Care-Service-at-Home is taken as a new way to meet the increased needs for care services for the elderly in the Ageing Society, and the implementation of Care-Service-at-Home greatly promoted the emerging and developing of NGOs as well as their participation in this field. The purpose of this paper is to offer some new empirical evidences for arguments on NGO’s role in public service and their relationship with government which have long been the academic focuses. The findings show that the NGOs are jointly providing Care-Service-at-Home for the elderly with the government, and they are greatly supported as well as totally controlled by the government.
