Kondycja finansowa jednostek samorządu terytorialnego i jej miary

Abstract

Artykuł dotyczy pomiaru kondycji finansowej jednostek samorządu terytorialnego (JST) oraz synchronizacji między decentralizacją zadań publicznych i finansów publicznych. Autorki zakładają, że interesariusze informacji płynących z badań nad kondycją finansową JST określają wskaźniki, które będą odpowiednie do jej oceny. W artykule: 1) omawiane są spotykane w literaturze sposoby interpretacji pojęcia kondycji finansowej JST, 2) przedstawiane są i porządkowane wskaźniki wykorzystywane do badania tej kondycji, 3) proponowane są trzy nowe miary oceny kondycji finansowej JST, których konstrukcja uwzględnia konieczność zapewnienia ciągłości zaspokajania potrzeb społecznych oraz zachowania samodzielności i stabilności finansowej JST, 4) weryfikowane są empirycznie wartości dwóch wybranych wskaźników oceny kondycji finansowej JST w określonym przedziale czasowym. Przeprowadzona symulacja badania kondycji finansowej JST przy wykorzystaniu dwóch wybranych wskaźników wskazuje na znaczne rozbieżności w jej ocenie, a przez to sprzeczne informacje trafiające do zainteresowanych nimi interesariuszy. Zdaniem autorek istnieje potrzeba badania kondycji finansowej JST przy użyciu zarówno miar standardowych, jak i niestandardowych, co pozwoli ocenić kondycję finansową danej JST z różnych punktów widzenia.
