Abstract
The present article is concerned with the study of the experience of formulation of state policy through the example of the Republic of Latvia. Period of stay of Ukraine and Latvia within the USSR greatly influenced the sociocultural, demographic, economic development, relations and traditions of both countries, marked response in political government. Development of Ukraine and Latvia occurred in conditions of social and economic problems caused primarily by violation of economic relations with the countries of the former Soviet camp and in general by collapse of the economies of these countries. However, Latvian citizens were interested in the transformational processes and therefore the transformational processes gathered support of the society. Analyzing the potential dangers on the path of state formation of Latvia, based on the priority of providing national interests, the country generated state policy in the strengthening of sovereignty, institutional autonomy, gradually reducing the external influence and dependence (withdrawal of troops of the Russian Federation from Latvian territory, reorientation of markets), thus generating its own foreign and internal policy. Experience in formulation of state policy in the Republic of Latvia is valuable for our country, taking in consideration the striving of Ukraine for membership in Euro-Atlantic organizations, which provides for reforms in the country with the implementation of the relevant obligations arising from the Association Agreement between Ukraine, on the one part, and European Union, the European Atomic Energy Community and their member countries, on the other part, and the North Atlantic Treaty. The study of legal, organizational and institutional principles of formulation of state policy will promote thorough understanding of theoretical and methodological foundations of development, introduction and implementation of appropriate processes in Ukraine and potential risk minimization on the native path of state formation.
