Abstract
The article analyzes modern approaches to administration. Are considered domestic and foreign public administration concepts, content, accents, features that fit into these concepts, it was found that the current domestic and western schools of different content and put focus on different features of these concepts. For example, in science is dominated by the concept, which is based on an understanding of the state that is not suited to the modern demands of citizens, does not create an institutional environment aimed at providing administrative services and makes it exclusively on controlling and regulatory role, except for its service function with respect to society. At the same time, the Western concept of public administration based on the role of the state rather than the controller and assistant in solving specific problems that can not be resolved by citizens themselves. Determined that implementation of reform is impossible when using outdated terminology defines key concepts and process phenomena studied.We have thought of priority relationship to professional government bureaucracy that is the policy of the state, a mediator between senior management and citizen. Through comparison of concepts can determine the interdependence between the modern principles of the state, its agencies, government officials and professional activities of the mission undertaken by the modern state. Done brief overview of some features of the formation of modern administration.Indicated that attention to the proper level administrative activities took priority at different times of mankind. Revealed that the justification theory dichotomy has had a significant impact on the development of modern administration. It had its own characteristics and followers around the world. In the theory dichotomy the necessity of professional training of employees engaged exclusively administrative functions defined need a different attitude to the two types of employees because of the different contents and filling the powers which they are performed.
