Mechanism of public administration (control) tourism and recreational areas: theoretical approaches to the definition of

Abstract

The article is devoted to the study of theoretical approaches to the definition of the notion “mechanism of state control (regulation) of tourist-recreational sphere” and formation of individual treatment. The concept of mechanism of state control (regulation) of tourist-recreational sphere is reduced to the definition of basic terms – “mechanism”, “state control (regulation)”, “mechanism of state control” and other. The analysis of modern approaches of management science to the understanding of the concepts of “state regulation” and “state control” proved that state regulation cannot be used without employing the methods of direct influence on management objects, and so state regulation is ultimately impossible without state control. This approval allows making a conclusion about the feasibility of a comprehensive review of the mechanisms of state control (regulation). To clarify the essence of the category “mechanism of state control” scientific views and writings of the leading experts in the field of public administration of Ukraine were investigated. This allowed concluding that the mechanism of state control is a complex managerial category. The importance of state control (regulation) of tourist-recreational sphere is determined by the existence of a wide range of managerial decisions, adoption and practical implementation of which are beyond the capabilities and competence of individual companies and organizations. The concept of “state control (regulation) of tourist-recreational sphere” is missing in the legislation of Ukraine. It is analyzed only in the scientific literature. On the basis of a detailed analysis of literary sources, the author suggests his own definition, namely: under the mechanism of state control (regulation) of tourist-recreational area it shall be understood the aggregate of measures and tools aimed at creating support strategy, coordination and control of activities of subjects of tourist-recreational sphere, influence on scope and directions of tourist flows, representation of the country on external and internal markets, information, scientific-methodical and staffing provision. A scheme, reflecting the mechanism of state control (regulation) of tourist-recreational sphere, constituent elements of which are adapted to the management in tourist-recreational sphere, goal, object, subject, principles, conceptual tasks, tools of implementation of government policies, strategies and specific programs to improve public policy of tourism and recreation development is proposed. The proposed scheme is based on the optimal combination of the gained experience and the real needs of today.
