Abstract

. Investigated the conceptual apparatus of public - private partnerships. In a separate group finance projects since the initial public-private partnership is regarded by the authorities , primarily the acquisition of additional financial resources. This problem is primary, and in practice, in addition to finance the state will get a number of other advantages. It was established that the operating model projects is widespread in Germany. The operational model - a holistic model that covers the entire life cycle of the project . That cooperation is based on two elements: the function and funding. The operational model was the basis for the concession relationship public and private sectors.
