Systematizing Enabling Conditions for Innovations in Russia’s International Trade

Abstract

In persistently tense conditions, when geopolitics and the sanctions embargo dominate international relations and foreign trade, it is crucial for the Russian economy and business to substantiate and intensify national strategies and regional projects of breakthrough innovative development within the structural transformation. For this purpose, on the basis of systematization, consolidation and arrangement of favourable prerequisites and adverse factors, it is important to define a system of preferential hazard- and risk-resilient conditions with flexible and adaptive qualitative changes in socio-economic and scientific-technological relations at the macro and micro levels. In this regard, the relevance of choice and rational balance with combination of conditions based on new scientific concepts, ideas, intuitive foresight, which encourage development and implementation of innovations to increase the technological sovereignty of the country and facilitate export of technologies as a basic element for a revolutionary upturn of the economy and enhanced state budget revenues, increases. The purpose of the article is to systematize the enabling conditions for the implementation of innovations in Russia’s international trade. The issue is considered from the perspective of conceptuality and methodological validity of selecting a set of synergetic conditions based on exogenous and endogenous factors that influence the system, determining holistics, approximation, emergence of proactive measures and regulations and facilitation of processes, encouragement of business and optimization of foreign trade. As a result of the research and assessment based on the summary of scientific publications, trends for the development of concepts and methodological solutions are identified; the author’s approaches to the study of problems and conditions for the implementation of innovations are proposed. Systematicity and completeness of conditions are fundamentally important for activating business processes. Conceptual foundations of the systematization of conditions are related to determining the completeness and state of the system of conditions, detecting imbalances and shift s in influence. Methodological approaches are considered through the systematic assessment of a set of conditions based on the balance of factors, resource-cost, quantitative and qualitative justification for the activity of staff and management, investments, financial support and psychological readiness for transformation. Multicriteria, complex behavioral, social communication, engineering, motivational, and consulting conditions need to be assessed by combination, structure, and cost, readiness for organization and implementation based on causal (fundamental), intermediate variables, innovation potential, comparative effect, and simulation developments (simulacra) by industry, project, and integration formations. The basic prerequisites for increasing the sustainability of the economy based on innovation include the creation of a national innovation system, the development of an innovation market, stimulating demand for innovative products, and infrastructural transformations for innovation. As for the set of conditions, the internal ones come first: the potential and capacity of the initiated development of enterprises based on the national technological and financial system. Enabling conditions for the innovation saturation of foreign trade should be determined by external positions in the international market, supply and demand factors, and facilitating the possibility of obtaining additional profits from the introduction of innovations. This requires a favourable innovation and investment climate at the federal and regional levels. Internal enabling conditions include human and labour resources, profit distribution and financial results of the enterprise, scientific and technological potential. By combining and systematizing external and internal conditions, it is possible to lower the degree of tension, to activate systems in which rational and psycho-emotional messages, economic, financial, technological, labour, organizational, educational and cultural conditions are combined according to options and scenarios.
