International Standardization and the Competitiveness of Russian Oil and Gas Equipment Exports under Western Sanctions

Abstract

The article deals with the issues of Russia’s oil and gas equipment industry in regards to standardization. The authors draw attention to the fact that most Russian companies are guided by API standards. However, the imposition of sanctions in 2014 revealed the risks of Russian companies’ dependence on foreign equipment and standards. A full-fledged import substitution strategy is impossible without overcoming barriers in standardization. One of the solutions could be development of the unified industry standards in Russia and their use as an alternative to API standards. The Institute of Initiatives in Gas and Oil Technologies (INTI) created in 2020 can cope with this task. Besides, the participation of foreign companies in the development of INTI standards can contribute to higher exports of Russian oil and gas equipment thanks to their promotion abroad.
