Russia’s food embargo (milk and dairy products) and customs regulation: economic effects

Abstract

In the paper the authors estimate the volume and value of imports of group 04 of the unified Foreign Economic Activity Commodity Nomenclature of the Eurasian Economic Union (FEACN of the EEU) goods under embargo. Evaluations are based on the trade statistics of the customs service of the Russian Federation. The analysis has shown that the reduction in customs duty payments under group 04 FEACN of the EEU in 2015 compared to 2013 amounted to more than 315 million dollars. Regional structure of dairy products imports after the introduction of special economic measures has changed significantly with the Republic of Belarus remaining the major supplier of milk products to the territory of Russia.
