Occupational Standard of a Scientific Worker as a Reference Point for Scientist’s Creative Development

The scope of the present research is regulations on the professional activities of scientific workers. The subject of the study is the regulation of occupational activities of scientific workers. As part of the research, certain activities and occupations of scientific workers were distinguished. The authors concluded that it is creativity that is the key parameter of a scientist’s work, and that this should be the basis of the formation of occupational standards for scientific workers. As concerns the scientific research process, the authors articulated the concept of the inherent structural elements of these occupational standards (e. g., generalized labor function, labor functions, and labor actions). A model for the elaboration of the occupational standards of scientific workers is proposed and the opinions of research teams and certain scientists are taken into account. Three approaches to the formation of the occupational standards of scientific workers were developed. The first one is based on the life cycle of a research (research and development) project (application submission–research–putting results into practice). The second approach consists of the correlation of labor functions and labor actions with research stages and phases (selecting a research topic–research–documentation of the research results). The third approach is based on a consideration of the multidimensionality of a scientist’s scientific work (research; research team formation; exchange of experience and assembly of a highly-qualified staff; expert evaluation of research (research and development) results; publication and application (assimilation) of the research (research and development) results). Each approach featured a «generalized labor function–labor functions» system formation with consideration for the scientist’s job position. The article concludes by considering the descriptions, benefits and shortcomings of each approach, that it is reasonable to use the third approach to the development of occupational standard for scientific workers.
