Abstract

This paper aims at presenting the birth of an important conflict of laws (Government Ordinance no.79/2003 and Government Emergency Ordinance no.66/2011), the subsequent wrongful actions taken by different authorities, the decision taken by the Romanian Constitutional Court on this matter together with its arguments (Decision no.66/26.02.2015) and, finally, a critical approach on the arguments of the Court.
