Hükümet Sistemleri Bağlamında Seçmen Davranışları: Cumhurbaşkanlığı Hükümet Sistemi Örneği

Abstract

Türkiye’de 16 Nisan 2017 tarihinde gerçekleştirilen Anayasa değişikliği ve ardından 24 Haziran 2018’de yapılan seçimlerle birlikte 1961 Anayasası ile benimsenen parlamenter hükümet sistemi terk edilmiş, Cumhurbaşkanlığı hükümet sistemi olarak isimlendirilen ve kuvvetler arasında yürütmeyi önceleyen yeni hükümet modeline geçilmiştir. Hükümet sisteminin niteliğine uygun olarak 13 Mart 2018 tarih ve 7102 sayılı Seçimlerin Temel Hükümleri ve Seçmen Kütükleri Hakkında Kanun ile Bazı Kanunlarda Değişiklik Yapılmasına Dair Kanun’da değişiklik yapılmış ve siyasi partilerin seçimlere ittifaklar kurarak katılabilmelerine imkân sağlanmıştır. Bu araştırmanın amacı Cumhurbaşkanlığı hükümet sistemine yönelik seçmen algısını ortaya koymak ve siyasi partilerin seçimlere ittifaklar kurarak katılmalarının, seçmenlerin oy verme davranışına olan etkisini belirlemektir. Bu amaçla Kütahya il merkezinde saha araştırması gerçekleştirilmiş, araştırma da betimsel araştırma ve nicel araştırma yöntemlerinden biri olan anket yöntemi uygulanmıştır. Araştırma kapsamında elde edilen bulgulara bakıldığında, katılımcıların %44,4’ü Cumhurbaşkanlığı hükümet sistemini Türkiye için en uygun yönetim sistemi olarak değerlendirmekteyken, %84,4’ü cumhurbaşkanının halk tarafından seçimini desteklemektedir. Ayrıca katılımcıların %39,4’ü siyasi partiler arası ittifaklar nedeni ile kendi partisinin adayını ve ittifak adayını desteklemektedir.
