Uluslararası Siyasi Sistem ve Türkiye’nin Güvenliği

Abstract

Klasik Westphalia uluslararası sisteminin yerine gelme iddiasında olan geç Westphalia uluslararası sistemi küreselleşme süreci ile yakından alakalıdır. Bilindiği üzere küreselleşme süreci devletin uluslararası sistemdeki temel aktör olma durumunu değiştirme iddiasındadır. Bu yeni sistemde karşılıklı bağımlılıklar sebebiyle özerk ve kendi kendine yeten bir devlet olmak neredeyse imkânsızdır. Küreselleşme sürecinin de desteği ile bir dizi yeni devlet dışı aktör sisteme dâhil olmuştur. Yine küreselleşme sayesinde terörist örgütler ve çok uluslu şirketler, aynı sermaye ve fikirler de olduğu gibi, ülke sınırlarının ötesine geçebilmektedir. Yasadışı göçmen trafiği, uyuşturucu ve silah kaçakçılığı, enerji güvenliği, kitle imha silahları, küresel finansal krizler gibi konular da benzer şekilde sınırları aşıp, kolaylıkla global sorunlar haline gelebilmektedir. Bu sayılanların arasına son dönemde salgın hastalıklar da eklenmiştir. Uluslararası karşılıklı bağımlılık, devletleri geleneksel egemenlik ve güvenlik anlayışlarını değiştirmeye mecbur bırakmaktadır. Bu yeni uluslararası düzen girişimi ve onu sonucunda ortaya çıkan değişim Türkiye’yi uluslararası siyasette daha aktif olmaya ve pragmatik bir politika izlemeye teşvik etmektedir. Bu çalışmada, Geç Westphalia uluslararası sisteminde Türkiye'nin, bölgesel güvenlik açısından da önemli bir aktör haline geldiği ileri sürülmektedir.
