Tanzi ve Patinkin Etkisinin Panel Veri Analizi: Euro Bölgesi Ülkeleri

Abstract

Enflasyonun bütçe dengesi üzerindeki etkisi, ekonomi yazınında araştırmalara konu olan bir alandır. Enflasyonun vergi gelirleri ve kamu harcamaları kanalıyla, bütçe dengesi üzerinde meydana getirdiği değişiklikler Tanzi ve Patinkin etkileri olarak anılmaktadır. Enflasyonun vergi gelirlerinin reel değerini aşındırması ile bütçe açıklarının artması Tanzi Etkisi olarak adlandırılırken, enflasyonun kamu harcamalarının reel değerini düşürmesi ile bütçe dengesinin olumlu yönde etkilenmesi Patinkin Etkisi olarak tanımlanmaktadır. Bu çalışmada, 16 EURO Bölgesi ülkesi için 1995-2020 yılları arasında Tanzi ve Patinkin etkilerinin varlığı ikinci nesil panel veri yöntemleri ile incelenmektedir. Westerlund (2007) tarafından önerilen panel eşbütünleşme yönteminin sonuçlarına göre enflasyon ile bütçe dengesi arasında eşbütünleşme ilişkisi tespit edilmektedir. Ancak bu ilişkide Tanzi veya Patinkin etkilerinden hangisinin geçerli olduğunu saptamak amacıyla Pesaran (2006) tarafından geliştirilen CCEMG panel eşbütünleşme tahmincisinden yararlanılmaktadır. Tahminciden elde edilen bulgular, incelenen EURO Bölgesi ülkelerinde Tanzi etkisinin geçerli olduğuna dair kanıtlar sunmaktadır. Sonuçlara göre, vergi tahsil süreçlerinin enflasyondan en az etkilenecek şekilde yapılandırılması sürdürülebilir mali disiplin açısından önem arz etmektedir.
