Ekonomik Büyüme ve Gelir Eşitsizliği İlişkisi: Türkiye İçin Bölgesel Bazda Bir İnceleme

Abstract

1980 sonrası dönemde gelir eşitsizliğinde görülen artışlar ekonomik ve sosyal hayatta olumsuz etkiler yaratmaktadır. Bu durum iktisat literatüründe de gelir eşitsizliği ile ilgili çalışmaların sayısını artırmıştır. Bu çalışmada Türkiye’de bölgesel bazda ekonomik büyüme ve gelir eşitsizliği arasındaki ilişki araştırılmaktadır. Kuznets Eğrisi Hipotezine göre, ekonomik büyüme ve gelir eşitsizliği ters U şeklinde bir ilişkiye sahiptir. Gelir eşitsizliği büyümenin ilk dönemlerinde artacak ve büyüme devam ettikçe azalacaktır. Türkiye üzerine Kuznets Eğrisi Hipotezini test eden ve ekonomik büyüme ve gelir eşitsizliği bağlantısını araştıran çalışmalar bulunmaktadır. Ancak, bu ilişkiyi bölgeler arası inceleyen çalışma sayısı kısıtlıdır. Bu çalışmada bu sınırlı literatüre katkı yapılması amacıyla, 2007-2019 döneminde, 12 bölge için yıllık veriler kullanılarak panel veri modeli tahmin edilmektedir. Gelir eşitsizliğini temsilen Gini katsayısının kullanıldığı modellerde, inceleme döneminde bölgesel bazda Kuznets Eğrisi Hipotezinin aksine, ekonomik büyüme ile gelir eşitsizliği ilişkisinin U şeklinde olduğu sonucuna ulaşılmıştır. Ayrıca, kriz yılı 2009 için oluşturulan kukla değişkenin katsayısı pozitiftir. Bu, krizlerin yoksullara daha çok zarar verdiğini göstermektedir. Gelir eşitsizliğini artıran bir diğer değişken ise nüfustur. Gelir eşitsizliğini temsilen alternatif değişken olarak kullanılan P80/P20 oranı modellerinde bulgular önceki modelin sonuçlarını desteklemektedir. Ancak, kukla değişken anlamlı bir etkiye sahip değildir.
