Dolari̇zasyon Olgusu: Teori̇k Bi̇r İnceleme Ve Türki̇ye Örneği̇

Abstract

Bu çalışmanın amacı dolarizasyon kavramı hakkında tanıtıcı bilgiler vererek, Türkiye’nin yaşadığı dolarizasyon sürecini açıklamak ve son zamanlarda tekrar yükselmeye başlayan gayriresmi dolarizasyon eğilimlerine dikkat çekmektir. Özellikle 1990’lardan itibaren dünya ekonomilerinde ortaya çıkan krizlerle birlikte dolarizasyon olgusuna ilgi artmış ve bu konudaki literatür hızla gelişmeye başlamıştır. Dolarizasyonun ekonomiye zararları olduğu kadar faydalı etkileri de vardır. Buna bağlı olarak bazı ülkeler bilinçli bir şekilde resmi anlamda dolarizasyona geçerken, bazıları spontane bir şekilde gayriresmi dolarizasyon süreci yaşamaya başlamıştır. Özellikle krizlere eşlik eden enflasyonist eğilimler dolarizasyon yaratmakta olup, dolarizasyonun başka sebepleri de söz konusudur. Türkiye’de 1990’lı yıllarda ciddi bir gayriresmi dolarizasyon süreci yaşanmıştır. Daha sonra nispeten artan istikrar ve güven ortamına ve enflasyondaki yavaşlamaya bağlı olarak tersine dolarizasyon süreci başlamıştır. Fakat son birkaç yıldır dolarizasyonun bir göstergesi olan döviz mevduatları/toplam mevduatlar oranının tekrar yükselmeye başlaması gayriresmi dolarizasyondaki artışa işaret etmektedir. Gelişmekte olan bir ülke olan Türkiye’de ekonominin yapısından kaynaklanan nedenlerle bu risk her zaman mevcuttur
