Bosna-Hersek Ve Sirbi̇stan’Da Eurosepti̇si̇zm: Bati Balkanlarda Avrupa Bi̇rli̇ği̇’Ne Bakiş

Abstract

Avrupa Birliği’nin (AB) Batı Balkanlara yönelik genişlemesinin bir adımı olarak Sırbistan ve Bosna-Hersek potansiyel adaylıktan üyeliğe geçiş sürecindedir. Buna karşın, adaylık süreci bağlamında tarihi, kültürel, kurumsal vb. açılardan önemli sorunlar bulunmaktadır. Bu sorunlar, Sırbistan’da ve Bosna Hersek’te Avrupa Birliği’ne üyelik süreci ile ilgili olarak euroseptisizmi beslemektedir. Bu çerçevede, çalışmada öncelikle euroseptisizm kavramı ve ülkelerin AB bütünleşmesindeki temel sorunları ele alınmıştır. Sonraki bölümde, iki ülkenin siyasi partiler temelli euroseptisizmi incelenmiştir. Bosna-Hersek’in AB’ye entegrasyon süreci daha ılımlı ilerlerken yaşanan ‘hayal kırıklıkları’ euroseptik görüşlerin ağırlık kazanmasına neden olmuştur. Sırbistan’da ise, başından beri radikal grupların etkinliği net şekilde üyelik sürecini zora sokmaktadır. Her iki örnek ülke için de siyasi parti temelli euroseptik görüşlerin önemli kitlesel temsilleri bulunmaktadır.
