Altos ingresos, recursos naturales y populismo. La desigualdad en Colombia en el espejo latinoamericano (1938-1988)

Abstract

En el presente artículo se realizan tres contribuciones principales. La primera es la propuesta de una alternativa metodológica para la estimación de los altos ingresos en Colombia entre 1938 y 1988 basada en la metodología de las tablas sociales dinámicas. Ello permite superar el escollo que supone la ausencia de registros tributarios en gran parte del continente. La segunda son las estimaciones que resultan de este trabajo, las que se presentan en un anexo estadístico. La tercera es en el análisis histórico de la dinámica seguida por los altos ingresos y su relación con la desigualdad total. Se concluye que el aumento en los precios del café benefició principalmente a los terratenientes, siendo un factor determinante en el aumento de la participación del 1% en el ingreso total y, por esa vía, en el incremento de la desigualdad total. El análisis comparado sugiere que esta tendencia, que diferencia a Colombia de otros países latinoamericanos, fue el resultado de la ausencia en ese país de un régimen de tipo populista.
