Methodological proposal with a territorial focus to analyze social participation in food supply programs

Recent Latin American public policies show ascending variants in consideration of the advantages of social participation, since it improves the attention and solution of public problems. However, participatory praxis has inconsistent and multifactorial effects in its enablement from public policies, especially when there is no underlying culture of active participation or the participation mechanisms are not appropriate to the circumstances. Furthermore, from the public administration, the evaluation of social participation is based on the exercise of budgetary resources, the provision of services or the delivery of specific supports to a certain number of individuals, in which users are assigned a receptive role that It does not necessarily have an impact on the social appropriation of public programs. Considering both premises, an exploratory case study was carried out that proposes a Method with a Territorial Approach to characterize the social participation that affects the food supply programs integrated into the Mexican Food Security policy (SEGALMEX), which is supported by an official discourse that favors the inclusion of farmers, producers and their organizations. The analysis was located in two municipalities in the state of Morelos (Mexico), and the evidence from the approach shows that there is a lack of conceptual and operational elements to characterize, interpret and provide feedback to the participatory processes of the beneficiaries of the programs that make up the axis of SEGALMEX food supply, and towards the same axis of programs. Therefore, social participation in such programs denotes areas of opportunity that can be reconfigured, if it seeks to establish inclusive and decentralized public policies, since, there is a predominance full public function in the implementation and evaluation of public programs.
