Nonprofit Agencies Adapt to Changing Fiscal Climate to Deliver Social Services

Abstract

Local governments use nonprofit agencies to deliver services to the elderly, handicapped, and other groups. Funding cutbacks in many programs have affected the way these nonprofits operate. Where there used to be one nonprofit for each group or program, some Ohio nonprofits have begun to branch out and compete against others to serve clients under several programs and in several political jurisdictions. Some single-purpose nonprofits are being edged out as a result. It's not clear that the multipurpose nonprofits can deliver services belter than the single-focus agencies, but it is clear that a multiplicity of programs, clients, and funding sources raises questions about accountability to local government
