Abstract
Resumen : En este trabajo se ha analizado la situacion actual y las persepctivas futuras de diferentes lineas de ayudas agroambientales incluidas dentro dentro del "segundo pilar" de la Politica Agraria Comun. Por medio de las ayudas agroambientales se persingue influir de manera significativa sobre la conservacion del patrimonio natural y paisajistico de las zonas rurales de la Union Europea. La conservacion de dichos habitats y paisajes precisa de la presencia y actividad humana en las zonas rurales, y muy especialmente de la continuidad de una actividad ganadera extensiva que aproveche los recursos forrajeros (praderas de propiedad privada y pastos comunales) disponibles. para la elaboracion de este estudio se han utilizado datos procedentes de encuestas personales realizadas a ganaderos beneficiarios de las lineas de ayudas agroambientales mas relevantes para Catabria durantes el periodo 2007-2013. En la fase de diseno de los cuestionarios y en la de analisis de los resultados obtenidos se ha combinado el metodo Delphi con la Valoracion Contingente. En base a los resultados obtenidos, podemos afirmar que existe margen todavia para plantear modicaciones en los requisitos, cuantias y formas de implementacion de las ayudas acutales que contribuyan a incrementar su eficiencia potenciales. In this paper we analyse the current situation and the future perspectives of alternative agrienvironmental schemes included in the "second pillar" of the Common Agricultural Policy. Agri-environmental schemes aim at fostering the preservation of natural heritage and traditional landscapes in the rural areas of the European Union. Conservation of such habitats and landscapes is directly dependent on the presence of human activity in the rural areas and, more precisely, on the continuity of extensive farming practices on grasslands and the common-pool grazing spots in the rural territory. In this study, in-person interviews with cattle breeders who benefit from the two main agri-environmental schemes from the period 2008-2013 in Cantabria were undertaken. Throughout the design and implementation stages of the study, Delphi and Contingent Valuation methods have been combined. According to the results, there is still margin to undertake modifications on the requisites, payments and design of the current schemes so as to improve their potential efficacy and efficiency.
