La agricultura a tiempo parcial y la externalizacion de servicios agrarios como vehiculo del cambio estructural

Abstract

El <> ha sido interpretado frecuentemente como la senda racional y optima de modernizacion del sector agrario. Esto ha llevado a considerar a la agricultura a tiempo parcial como un subproducto (ineficiente) del modelo clasico. Frente a este planteamiento, el articulo defiende la potencial contribucion de la agricultura a tiempo parcial (y la externalizacion de servicios asociada a la misma) al proceso de innocacion y de modernizacion de las estructuras agrarias. Se revisa criticamente la literatura adoptando una perspectiva microeconomica y territorial y esbonxando un marco analitico que combina los enfoques de los coste de transaccion y ecolucionista. Utilizando informacion estadistica e informacion cualitativa procedente de entrevistas en profundidad, se distinguen dos modelos de organizacion de la produccion dentro de la citricultura valenciane y se compara esta con la catalana. Se evidencia que la concatenacion agricultura a tiempo parcial-externalizacion de tareas estimula el cambio estructural generando trayectorias territoriales que pueden eventualmente converger con la <>. Del analisis derivan implicaciones importantes de politica agraria. The <> has been interpreted frequently as the optimal path to modernization of the agrarian sector. This has driven to consider part-time farming as a by-product (inefficient) of the classic model. Against this approach, the article defends the potential contribution of the part-time farming and the externalisation of services associated to the same to the process of innovation and modernization of the agrarian structures. To show that the literature is reviewed critically adopting a microeconomic and territorial perspective and outlining a transaction costs and evolutionary approach. Using statistical information and qualitative information coming from in-depth interviews, I compare the Valencian and Catalan citrus production organisation. As a result of the article, I obtain evidence of which the concatenation part-time farming externalisation of tasks stimulates the structural change generating territorial trajectories that can in certain cases converge towards the <>. Finally, the article allows to extract some important inferences of agrarian policy.
