La Agenda Local 21 como instrumento de sostenibilidad: la experiencia española

Abstract

En el presente artículo investigamos sobre el concepto de Desarrollo Sostenible y su aplicación en el nivel local mediante la Agenda Local 21, uno de los instrumentos más novedosos de gestión ambiental, social y económica con que cuentan, actualmente, los gobiernos municipales. Para ello, se realiza un estudio comparativo de las Comunidades Autónomas españolas, centrándonos, sobre todo, en las acciones emprendidas por los distintos Gobiernos Autónomos. El objetivo perseguido es realizar un balance sobre la situación de estos procesos en las Comunidades Autónomas, analizando el impulso que las políticas autonómicas de sostenibilidad tienen sobre la decisión de los Ayuntamientos de emprender un proceso de Agenda Local 21. Con esta investigación se confirma la hipótesis de que la implementación de la Agenda Local 21 se encuentra en fases todavía iniciales dentro del territorio español. Por último, especificamos una serie de propuestas de mejora que creemos conveniente incorporar a estos procesos...In the present article we investigate the concept of Sustainable Development and its application at locality level by means of Local Agenda 21, one of the newest instruments for environmental, social and economic management available to municipal governments. For that purpose, we cany out a comparative study focused mainly, on the actions undertaken by Regional Governments in Spain. We aimed to assess the current sttatus of those processes in the Autonomous Regions, as well as to analyse the consecuences that the policies of sustainability by Regional Governments do have on decisions taken by City Councils at the Regions to undertake a process of Local Agenda 21. With this investigation, we confirm the hypothesis that the implementation of Local Agenda 21 still is in initial phases within the Spanish territory. Finally, we propose a series of recommendations that megh improve these processes.
