La Reforma de la PAC de 2003: hacia un nuevo modelo de apoyo para las explotaciones agrarias

Abstract

El 26 de junio de 2003 el Consejo de Ministros de Agricultura cerró un acuerdo político sobre la reforma de la PAC. Este acuerdo instaura un nuevo modelo de apoyo a la agricultura europea fundado en dos ejes: la disociación de las ayudas respecto a la producción, basada en referencias históricas; y la modulación obligatoria con la paralela introducción de un mecanismo de disciplina financiera. Este artículo analiza la evolución de las negociaciones habidas en el seno de las Instituciones Europeas para alcanzar este acuerdo, así como el contenido y el alcance del nuevo modelo de apoyo. Finalmente, se hacen algunas sugerencias con vistas a instaurar un modelo de apoyo territorial, más coherente con la multifuncionalidad agraria, mediante la conversión del sistema de pagos únicos disociados aprobado en Luxemburgo...On the 26 june 2003, at Luxembourg, the Council of Agriculture Ministers reached a political agreement on the reform of the CAP. The agreement puts in place a new model for supporting European agriculture based on two axes: decoupling of subsidies from production based on historical payments; and compulsory modulation, in tandem with a mechanism for financial discipline. This paper analyses the evolution of the negociations which took place at the heart of the European Institutions to reach this agreement, as well as the content and scope of the new model of support. Finally, it makes some suggestions with regard to introduction of a land-based model of support, more in keeping with multifunctional agriculture, through the conversion of single decoupled payments adopted at Luxembourg.
