La liberalización comercial agrícola y sus efectos negativos sobre los países en vías de desarrollo: un análisis crítico de los acuerdos de Marrakech

Abstract

El trabajo explora diversas vías para la puesta en práctica de la Decisión de Marrakech. Se establecen ciertas pautas para definir con precisión los efectos negativos sobre los países en desarrollo de la liberalización comercial agrícola a los que alude la Decisión de Marrakech, y se proporciona una cuantificación del aumento en sus gastos en importación de productos alimentarios atribuible a la entrada en vigor del Acuerdo sobre la Agricultura de la Ronda Uruguay. También se examinan detalladamente los mecanismos de respuesta que sugiere la Decisión de Marrakech para asistir a los Países Menos Adelantados y a los Países en Desarrollo Importadores Netos de Productos Alimentarios que experimenten dificultades como consecuencia de la liberalización comercial agrícola. Por último, se exponen las conclusiones del estudio y se analizan diversas opciones para la aplicación efectiva de las acciones propuestas en la Decisión de Marrakec,The paper explores different alternatives for the implementation of the Marrakesh Decision. It gives a precise definition of the negative effects on the developing countries of agricultural trade liberalization, and quantifies the increase in their food import bills that could be attributed to the entrance into force of the Agreement on Agriculture of the Uruguay Round. It also provides a detailed analysis of the response mechanisms established in the Decision for the assistance of the Least Developed Countries and the Net Food Importing Developing Countries. Some conclusions and policy recommendations are drawn at the end.
