Las ayudas agroambientales como instrumento único de intervención en sistemas productivos de alto valor medioambiental

Abstract

Tras la reforma de la PAC de 1992 y la aprobación del Reglamento 2078/92, gran parte de los sistemas agrarios que proveen externalidades ambientales positivas pasaron a ser intervenidos mediante un doble mecanismo: las medidas derivadas de las Organizaciones Comunes de Mercado y los propios programas agroambientales. La eficiencia de este sistema de intervención es evaluada en este trabajo y en especial su capacidad para responder a los objetivos derivados del carácter multifuncional de la agricultura. Para ello se comparan sus resultados con los alcanzados por el empleo exclusivo de ayudas agroambientales, utilizando un enfoque coste-eficacia que ha incluido criterios medioambientales y sociales, mediante una metodología en la que se combina un modelo de programación matemática con una encuesta directa a agricultores de la comarca de Tierra de Campos de Valladolid. Por último se han simulado también los efectos de un escenario de mercado libre como medida de la necesidad de intervención pública...Most systems providing positive environmental externalities were intervined after the Mac Sharry reform of the CAP in 1992 and the Regulation 2078/92 through a double mechanism: MCOs measures and agri-environmental schemes. This paper assesses the efficiency of this policy and especially its capacity to respond to those objectives derived from the multifunctional character of agriculture. Thus, results from current intervention are compared with results using agri-environmental schemes as the unique instrument of intervention, under a cost-efficiency analysis including environmental and social criteria. Methodology has combined a mathematical programming model and a survey to farmers in Tierra de Campos (Valladolid, Spain). Finally, effects of a free market scenario have been also simulated to evaluate the necessity of public intervention in this system.
