Abstract
Los sistemas nacionales de investigacion en America Latina han realizado importantes contribuciones al desarrollo de la region, a reducir la pobreza, a mejorar la seguridad alimemtaria y al manejo de los recursos naturales en America Latina. Pese a ello, en las ultimas dos decadas ha existido, en general para toda la region, el financiamiento a la investigacion no se ha incrementado y existe en general la opinion de que los sistemas nacionales no generan el tipo de conocimientos que demanda la sociedad. En transicion y enfrentan a veces tendencias contradictorias, como por ejemplo la ampliacion de las demandas de investigacion junto a una marcada subinversion. Existe mucha heterogeneidad en cuanto a la inversion y a las capacidades de investigacion a nivel nacional; Brasil ha logrado invertir en investigacion mas del 1,5 por ciento del producto bruto agricola, mientras que el promedio en America Central es de 0,25 por ciento. Mejorar la eficiencia y la eficacia del financiamiento, ajustar los marcos institucionales, identificar agendas de investigacion que reflejen mejor las demandas de la sociedad son algunas de las orientaciones hacia el futuro, En esta tarea los mecanismos subregionales y regionales de investigacion y de financiamiento de la investigacion tienen un papel estrategico a cumplir...National agricultural research systems en Latin America have made significant contributions to the overall development of the region, to poverty reduction, to improve food security and natural resource management. However, in the past two decades the region as a whole has not increased funding for agricultural research and there exist the perception that research systems are not generating the knowledge that society demands. As a consequence, public agricultural research organizations are in transition and sometimes face contradictory demands, such as an increase in the research agenda and a decrease in research budgets. There a huge eterogeneity with respect to investments and capacities for research in Latin America; Brazil has been investing more than 12.5 percent of agricultural GDP in agricultural research while Central America on average has not invested more than .25 percent of agricultural GDP. To improve the efficiency and effectiveness of research financing, adjust the institutional framework, identify research agendas that better reflect societal demands are some of the future challenges. In addressing these issues, subregional and regional research and funding mechanism have a strategic role to play.
