Abstract
El objectivo de este articulo es exponer el tema de la seguridad alimentaria como elemnto integrante de la historia agroindustrial y sociopolitica contemporanea. En primer lugar, se analizan las regulaciones oficiales existentes en Espana y el camino seguido por la organizacion de la inspeccion de los alimentos. Seguidamente, se realiza un estudio de caso a traves de Zaragoza observando la practica de la legislacion e inspeccion alimentaria. Un ambito este, el local y provincial, que fue en el que el Estado depositio la organizacion y gestion de las normal y de la inspeccion (inspectores de carnes y otras sustancias alimenticas, laboratorio municipal, matadero, inspector de Higiene y Sanidad Pecuaria). La falta de financiacion y la presencia de practicas sociales diversas en medio de intereses locales alteraron la puesta en marcha de esta legislacion en el caso de Zaragoza. A largo plazo los deseos de los primeros higienistas del siglo XIX pasaron a introducirse en la legislacion y se asistio a una profesionalizacion de los organos de inspeccion de la administracion. Entre 1855 y 1923 se asiste al paso de "la preocupacion pr la higiene" a la preocupacion por "quimica alimentaria" ya a la definicion de los primeros estandares como mecanismo de homogeneizacion y uniformidad de productos. Sera necesario, sin embargo, llevar a cabo nuevos estudios para analizar en los sectores: -produccion/distribucion- on en que areas -tradicion sin higiene- nuevos productos quimicos- se asento el fraude y su inspeccion...The aim of this paper is to consider food safety and food quality as a social, economic and political item of the Spanish history. In the field of food regulations the Spanish government moved forward from 1855-1923. The paper concentrates on the development of food inspection bodies, food regulations and law regarding abattoirs as centralization, control and safety in the province of Zaragoza shows that food inspection bodies involved scientific professionals progressively (Inspectors of meat and other foodstuffs, Municipal Laboratory, Abbattoir, Inspector of Hygiene and Livestock). In the long term the desires of hygienists and academic health science were felt in the criteria of regulations and in the employment in the inspection bodies. However, the State turned over inspection and sanctions to the local urban administrations in this period and the implementation of food controls was hampered by financing problems and local interests. New regional comparative studies will be necessary to reveal in which sectors -production/distribution- or in which areas "tradition without hygiene" or "new chemical products"- food fraud and state persecution settled.
