Abstract
El objectivo del trabajo es el estudio del estado de la cuestion de las Plantas Aromaticas y Medicinales (PAM) en Espana. Par ello, se examina incialmente la evolucion reciente del comercio mundial y su gran importancia economica, paralelamente se senalan aquellos aspectos que ordenan ese comercio mundial, como son la practica inexistencia de barreras arancelarias y la existencia de otras barreras no arancelarias, asi como la trascendencia que tiene hoy en dia la calidad del producto. En el entorno nacional, tambien se destaca la gran importancia economica del comercio y se examina la evolucion y competitividad mas bien negatica, se explica en funcion de la situacion de apertura arancelaria en el marcado interior, a lo que tambien se anaden otros factores negativos como el proceso de desagrarizacion espanol y la falta de capitalizacion en el sector. A continuacion se realizan estimacioens sobre la gran capacidad del sector de las PAM para crear puestos de trabajo, y seguidamente se evalian las perspectivas de demanda que resultan ser muy prometedoras. En virtud de los resultados del analisis realizado en el entorno munidial y nacional, se descarta el modelo de cultivo tradicional y se propone el lanzamiento de un nuevo modelo de produccion y transformacion basado en la integracion de conocimientos y medios, un nuevo modelo en el que la calidad y la diferenciacion del producto nacional eviten la competencia directa del mercado internacional. Este supuesto nuevo escenario crearia una gran actividad economica, nuevos puestos de trabajp y ciertas externalidades positivas sobre el entorno rural...The objective of this paper is to study the state of the situation of the Aromatic and medicinal Plants (AMP) in Spain. For that purpose we examine firstly the recent evolution of the international market and emphasize its great economic importance. Additionally we point out those aspects related to international market organization, that is, the practical inexistence of trade barriers and some of the existing non-trade barriers. At the end of this first part we examine the great importance of the quality of the product nowadays. At the domestic level we also underline the great economic importance of trade and we examine the recent evolution of production and competition. The evolution of production and competition shows negative tendencies which we explain in terms of the openness of the single market to which it must be added other negative factors such as the abandonment of primary activities in Spain as well as the lack of capitalisation. Next we estimate the great potential of the AMP to create labour opportunities and we value very good perspectives of demand. In view of the result of the analysis made at the international and domestic market we discard the traditional way of cultivation AMP and propose a new model in which the quality and product differentiation can avoid the direct competition of the international market. This supposedly new scenery would stimulate economic growth, create labour opportunities and positive externalities for the environment
