Organizations de productores, llave de la OCM de frutas y hortalizas. El caso de la Comunidad Valenciana

Abstract

Cuando se cumplen siete anos de aplicacion de la nueva OCM de frutas y hortalizas, se have necesaria una vision global de las organizaciones de productores de frutas y hortalizas (OPFH), hacer balance de la situacion actual en materia de reconocimientos, determinar el nivel de concentracion de la oferta en manos de los productores, y analizar las causas que subyacen en las bajas cifras alcamzados por este indicador. La concentration de la demanda es el problema mas importante al que se enfrentan las OPRH en el proceso de comercializacion. Para luchar contra el seria necesario concentrar la oferta. Sin embargo, no se estan cumpliendo las expectatives, puesto que tanto en el plano comunitario como espanol el nivel de produccion en manos de OPFH se situa en torno al 40-50 por ciento del total de la produccion comercializada. Las cifras de afiliacion alcanzados nos llevan a concluir que las ayudas de la OCM en su formulacion actual no son suficientes para compensar la falta de resultados en la comercializacion que percibe el productor en las OPFH. El productor prefiere continuar no asociado, sobre todo si hay modelos alternativos en los que no es necesario incurrur en gastos suplementarios como los que soportan las OPFH...When has passed seven years of application of the new OCM of fruits and vegetables, is make necessary a global vision of producers' organizations of fruits and vegetables (OPFG) to do balance of the current situation as for recognitions, to determine the level of concentration of the offer in hands of the producers, and to analyze the reasons that sublie in the low numbers reached by this indicator. The concentration of the demand is the most important problem with the OPFH in the process of marketing. To fight against it, it would be necessary to concentrate the offer. Nevertheless, the expectations are not being fulfilled because at Community level, like Spanish the level of production in OPFH's hands places around 40-50 percent of the commercialized production total. The numbers of affiliation lead us to conclude that the helps of the OCM in his current formulation are not sufficient to compensate the lack of results i the marketing that the producer perceives in the OPFH. The producer prefers continuing not associated, especially if they have another alternative models, in which it is not necessary to incur in supplementary expenses like they support in the OPFH,
