El uso agrario del agua en las comarcas de Levante y Sureste y el trasvase del Ebro

Abstract

Este trabajo examina las alternativas a la propuesta del Plan Hidrológico Nacional de transferir 1.050 hm3 de agua desde el Valle del Ebro al Levante y el Sureste, con un coste que probablemente sería superior al billón de pesetas (6.000 millones de €). Los efectos sobre el sector agrario se analizan bajo dos escenarios de gestión de demanda: prohibición de la sobreexplotación de acuíferos y aumento de precios del agua para equilibrar la demanda y la oferta. El aumento de precios del agua tiene un impacto significativo sobre la renta neta de los agricultores, que deberían ser compensados por el aumento de precios. La reducción del uso de agua al subir los precios, evita las transferencias de agua externas a Levante y Sureste. La viabilidad del trasvase del Ebro que propone el Plan Hidrológico, se ha examinado simulando los efectos del precio del agua de trasvase sobre las comarcas de Levante y Sureste. Los resultados muestran que las dotaciones que asigna el Plan Hidrológico a usos agrícolas y medioambientales en la cuenca del Segura, superan ampliamente la demanda solvente de agua a este precio. En consecuencia, los agricultores continuarán sobreexplotando los acuíferos...The study investigates alternatives to the proposal by the Spanish National Hydrologic Plan to divert 1.050 hm3 from the Ebro valley to the Levante and Southeast regions, at a cost that could be above 6 billion euros (6,109 €). The effects on the agricultural sector have been examined by two demand management scenarios: prohibition of aquifer overexploitation and a price raise which balances water demand and supply. The impact of increases in the price of water is large on farmers net revenue, and farmers would have to be compensated for the price increase. The reduction in agricultural water demand substitutes for external water transfers. The feasibility of diverting water from the Ebro as proposed by the Hydrologic Plan has been examined simulating the price of transferred water by county. Results show that the allocation that the Plan assigns to agricultural and environmental uses in the Segura basin greatly surpasses the effective demand of water at this price. Therefore farmers will continue overexploitation of aquifers.
