Los acuerdos de pesca marítima entre España y Marruecos: evolución histórica y perspectivas

Abstract

La pesca marítima ha constituido tradicionalmente un capítulo de especial relevancia en las relaciones entre España y Marruecos. Los acuerdos pesqueros han sido utilizados tradicionalmente por Marruecos para obtener mayores compensaciones de toda índole (financieras, comerciales,...). Este hecho, unido al continuo recorte de las posibilidades de pesca y a las crecientes exigencias en cuanto a medidas de control, descanso biológico, desembarco de capturas, etc., ha desembocado en la no renovación del último acuerdo de 1995 y el desastre económico para el sector pesquero español, muy dependiente del banco canariosahariano. El objetivo de este trabajo es realizar un análisis histórico de los acuerdos de pesca con Marruecos, que contribuya a la comprensión de la delicada situación actual, cuya solución radica en la reconversión del sector, la firma de nuevos acuerdos y la creación de empresas conjuntas, fundamentales para mantener la tradicional actividad de la flota española en el caladero alauita......Sea fishing has traditionally been a very important matter in the relationship between Spain and Morocco. Morocco has used fishing agreements in order to obtain higher counterweights in several orders (financial, commercial...). This fact, joined to the continuous decrease in fishing opportunities, and to the increasing requirents on control measures, biological rest, landing of captures, etc..., has resulted in the no renewal of the last 1995 agreement, and in the economic disaster for the Spanish fishing sector, which is highly dependent from the Canary Island and Sahara shoal. The aim of this work is to make a historical analysis of the sea fishing agreements between Spain and Morocco, ´that help us to understand better the present situation, wich solution relies on the reconversion of this sector, new agreements, and mixed firms. These are very important factors to maintain the traditional Spanish activity in Moroccan shoal.
