Propuesta metodológica para la elaboración de una normativa técnica de valoración catastral rústica

Abstract

Se realiza una exposición breve de la situación actual de la valoración catastral rústica en España, analizando las diferentes motivaciones que obligan a la elaboración de un nuevo procedimiento : valores catastrales muy alejados de los de mercado, mínima recaudación a través del IBI de naturaleza rústica, imposibilidad de utilización de los valores catastrales para otras aplicaciones, etc. Acto seguido se presenta una propuesta de normativa técnica de valoración catastral del suelo de naturaleza rústica, ajustada a la legislación vigente, de acuerdo con las necesidades de las diferentes Administraciones implicadas en la elaboración, conservación y gestión del Catastro.......The article shows briefty the actual situation of the rustic cadastral valuation in Spain, analysing the different motivations which make us to be obliged to create a new procedure: cadastral values far away from market values, minimum recovery by the IBI of rustic nature, the inability to use cadastral values for other applications, etc. After that, we found a proposal of technical regulation for a cadastral valuation of the rustic ground, according to the valid legislation, in order to the needs of the different Administrations which have been implicated in the elaboration, conservation and management of the cadastre.
