Efectos de la ampliación de la Unión Europea sobre la agricultura de los países de Europa Central y Oriental: una revisión de la evidencia científica

Abstract

El presente trabajo estudia las consecuencias que la adopción de la Política Agrícola Común puede tener sobre los niveles de producción agraria de los Países de Europa central y oriental. En primer lugar, se lleva a cabo una revisión de diversas simulaciones cuantitativas de la evolución de los mercados agrarios de los PECO bajo el supuesto de su integración en la PAC. A continuación, se analizan los efectos de las barreras estructurales prevalecientes en la agricultura de estos países sobre su capacidad para responder a los incentivos desde el lado de la oferta que podrían surgir en el contexto de su adhesión a la UE. Se plantean igualmente algunos retos de investigación que aún deben resolverse para determinar con más exactitud el potencial de oferta de los PECO. El trabajo concluye con la exposición de algunas conclusiones y recomendaciones en el campo de la política estructural.......This paper focuses on the consequences that an extension of the Common Agricultural Policy could have on agricultural production in the Central and Eastern European Countries. It reviews the evidence presented by recent attempts to quantify the potential impacts of accession on production levels in the CEECs. It also takes into account results from previous studies in order to analyse the importance that structural constraints might have on the capacity of the CEECs’ agricultural sectors to respond to supply incentives under accession to the EU, and to examine some research questions that are still unanswered in relation to the supply potential of the CEECs. Some conclusions and policy recommendations are drawn at the end.
