Comparaciones multilaterales de costes, productividad y precio de los factores en sectores con un factor específico: una aplicación al sector lechero de la Unión Europea

Abstract

En este trabajo presentamos un procedimiento que utiliza la función distancia para construir un índice multilateral de precios de los factores y descomponer los costes de producción en sectores con un factor específico y precio aceptantes en otros mercados. Hemos utilizado dicho procedimiento para comparar los costes de producción en el sector lechero de los distintos países de la Unión Europea en el periodo que va del trienio 83/86 al 91/94, utilizando como unidad representativa de cada sector la explotación media o tipo de la Red Internacional Contable Agraria. Hemos elegido un período en el que coinciden dos sucesos la entrada en vigor del régimen de Cuotas Lecheras y la integración de España en la CE. Los resultados del análisis muestran una aproximación de los costes medios de los distintos países, principalmente como consecuencia de una tendencia hacia igualación del precio de los factores y de una aproximación en los niveles de intensificación productiva. Este hecho, puede implicar que los efectos esperados de la integración económica de España en la UE sobre la dinámica de los distintos sectores se hayan manifestado incluso a pesar de que coincide con la entrada en vigor del Régimen de Cuotas Lecheras de la CE, que en principio menoscababa las ganancias de comercio derivadas de la integración. En el caso particular de España, las ganancias de productividad del sector han sido muy importantes y han compensado en parte el efecto desfavorable del incremento de los precios relativos de los factores variables tras la Adhesión del país a la CEE.......In this paper we use the distance function to decompose multilateral industry costs in a productivity and a price index, in an industry with an specific factor of production and price taker in other markets. We apply that procedure to compare European Union countries dairy sector total and variable costs, taking as unit of analysis the average, or representative, farm in International Agricultural Account Data, from 1983/86 to 1991/94. During that period, both the came into force of European regime of milk Quotas and Spain integration in the EC have taken place. Empirical analysis lights a reduction of average total and variable costs dispersion, due to a tendency to price equalization and to production systems convergence. Been such the facts, we could conclude that traditional effects of market integration on the dynamic of the national milk sectors have been as expected. All in all, despite that the came into force of the European Milk Quota Regime could jeopardise trade gains. The particular situation of Spain has changed radically during the period considered. The dairy sector has suffered an important improvement in productivity that has compensated the increase of non specific factor prices after the Integration.
