El proyecto de investigación agrícola del Banco Mundial y la modernización de la investigación agraria en España en la década de los setenta

Abstract

En este trabajo, se analiza la génesis y desarrollo del Proyecto de Investigación Agrícola del Banco Mundial firmado en 1971 y sus repercusiones para la organización y estructuración de un sistema español de I + D agrario con entidad propia, dependiente del Ministerio de Agricultura, y como organismo sectorial al servicio de la política agraria. La concentración de esfuerzos investigadores en torno a seis Programas Nacionales a realizar en otros tantos Departamentos Nacionales de Investigación, la creación de una infraestructura científica agraria moderna y de calidad, y la formación de 200 investigadores agrarios en prestigiosos centros de investigación del mundo, principalmente en Estados Unidos, Inglaterra y Francia, se consideran como aspectos de indudable relevancia en el impulso investigador agrario español. Empero, la descordinación e imposición al final de la descentralización investigadora en base a especializaciones productivas regionales, junto a la no vertebración con la extensión y divulgación agraria, la no clara delimitación de las funciones de investigación básica y aplicada y la transferencia a las Comunidades Autónomas de las actividades investigadoras vinculadas a su ámbito territorial, añadió elementos distorsionadores al funcionamiento del sistema........The origin and development of the Agricultural Research Project signed in 1971 between the spanish goverment and the world bank is carefully described together with its implications to achieve an agricultural R + D system upon the rule of the Minister of Agriculture and Food as a tool for the implementation of the agricultural policy. To enforce the spanish agricultural research several items are considered of the paramount importance : to set up six national research departments, to create a modern scientific network and the high qualification of two hundred agricultural research workers abroad, mainly in United States, Great Britain and France. However, several disorders were underway to not take full advantage of the tremendous effort realized. We can mention the geographical disemination of research workers, the lack of coordination with agricultural vulgarization service and last but not least the split up of the agricultural research activities according to both plant and animal productive specializationes of the new created regions following the political descentralizacion during the eighties.
