Abstract
La pretensión de los autores se centra en realizar un estudio de las actuaciones de concentración parcelaria en diferentes países de la Unión Europea, donde esta actuación tiene relevancia. Este estudio se concreta en la descripción, para cada uno de los países considerados, de sus características más significativas, seguido de los antecedentes históricos, un resumen de las realizaciones, la especificación de los objetivos a alcanzar con la actuación, los procedimientos que se siguen, y cómo se realiza la valoración de tierras. La experiencia acumulada por estos países constituye un elemento de referencia que nos debe hacer meditar sobre lo que es la concentración parcelaria y su posible utilidad de cara al futuro, en las diferentes Comunidades Autónomas del Estado Español. La evolución observada en los países considerados modificando objetivos de organización del parcelario agrícola, con unos intereses únicamente de mejora de las productividades de las explotaciones agrícolas, a objetivos mucho más amplios, de ordenación del medio donde se la utiliza como instrumento fundamental de la Ordenación del Territorio, puede ser una fuente de reflexiones. Por otro lado, la necesidad de coordinación y/o intervención de diferentes administraciones, tanto en sentido vertical (del estado a los ayuntamientos) como horizontal (responsables agrícolas, forestales, de medio ambiente, etc.), constituye también una conclusión del presente estudio......The objectives of the authors are to study the land consolidation projects in different countries of the European Union where this policy is important. This paper studies the significant characteristics in the considered countries, followed by their historical background, accomplishments, goals of the plans, steps that are being followed and how land valuation is carried out. The experience gained in these countries is a reference element that contributes to think about what land consolidation is and its future application in the regions of Spain. The observed evolution in these countries shows a change in the goals of parcel distribution and improvement of farm productivity to broader goals that have to do with the development of the whole rural environment as a key instrument for regional development. On the other hand, the need of planning coordination between the different administrations, either in the vertical (from state to municipalities) or horizontal structure (agriculture, forestry or environment planners) is an observed shortage.
