Abstract

This document presents a proposal with a dual purpose: first, assess residents' perceptions related to the progress made by the council of a rural municipality of the state of Chihuahua; second, to investigate how people perceive the impacts in rural activities due to the climate change and weather events that occurred in 2011 and strategies to address it. Also presents the background that led to the proposal evaluation, reference frameworks and methodology for its application focusing on the target population perception. Based on the results obtained, recommendations could be immediately useful for municipal public policy adjustments, in order to achieve real improvement and enhance the perception of the inhabitants of the municipality looking for a sustainable development.
